It seems they're both just as fascinated by the lights - Levi because it's new to him, and because it makes him think of all those times watching the sky with friends no longer here, and Armin... perhaps because he's fascinated by everything, each new thread of the world they get to unravel, driven by curiosity rather than violence... okay, maybe with a dash of unsettling exposition now and then. ]
