In my home world, the intelligence of the Earth would not allow stagnation. Timelines that had become too dangerous for life to flourish, or had become so safe progress had halted, were regularly pruned from existence. Proper Human History referred to this as the Pruning Theoretical Phenomenon, and the remainder were the Chronicle Theoretical Phenomenon.
