The prospect of people being turned into titans as punishment is so beyond the pale, if anything his anti-Marleyan sentiment would be multiplying right now if he had a concept of Marley. As it is, the identity of the Eldians' enemy is still pretty diffuse to him. Speaking of enemies, though...]

Can regular titans be turned back into humans in any way other than eating a titan shifter? What makes the shifters different from the others, anyway? Is it just a chance mutation that allows some people to turn back?
