[Hijikata is generally all about keeping the peace. That's why Rosen could torment him so effectively; he didn't want to cause a scene!! But once he snaps it all goes out of the window and he stops caring completely. Right now he's dangerously teetering between smug superiority (Rosen has to do what he says here!!) and a nervous breakdown (being a patron of a maid café is so embarrassing and the awareness of that is ebbing in and out of his mind).

Luckily for Rosen he takes his seat without complaints. While he waits for his turn he observes the other man... hah, they sure dolled him up nicely. He's wearing so many layers! He does look good, Hijikata will admit that. He picks up the menu and studies it (earlier with Venti he was having too much of a mental BSOD to really focus on that).
